it depends. Indis is a gathering hero. She's probably not going to be very useful in pvp. If you're having issues skilling up your fighting heroes, I would get the tokens for them. Personally, I wouldn't bother buying the gathering hero tokens with dragon glass, other than Indis. Even as a low-mid spender, I buy purple tokens for fighters.
